Major Duties:
Provides advice and assistance in the implementation of educational programs/ projects Coordinates meetings, conferences, information gathering, and conducting negotiations for various aspects of the program/project. Designs and continuously improves major educational programs that analyzing audience needs, departmental needs, and budget availability. Participates in operational or planning meetings, conferences, or other formal or informal settings. Plans, promotes, and develops educational design strategies for educational programs/events and products by leading effective teams and providing clear direction. Prepares budget requests, seeks necessary fiscal support, prepares a project plan and time line. Serves as the national authority in educational program/project planning and development affecting sizable populations in multiple states/locations, with large and complex issues and problems. Provides logistical and program leadership and management of independent study courses, seminars and workshops, satellites, online learning, videos and print material in continuing medical education topics.

Qualifications:
Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
GS-12: At least one year of specialized experience equivalent to GS-11 level of Federal service. Examples of specialized experience include documented experience in Professional knowledge of instructional methods, instructional systems design, educational testing and measurement, evaluation of educational programs, task and learning analysis, and conduct of training and education. Knowledge and skill in applying educational theories, principles, techniques, and concepts in the analysis, design, development, implementation and evaluation of staff and faculty development courses and programs. Knowledge of the technology associated with delivering web-based education is needed, to include awareness of current and future technology, processes, and standards. Knowledge and experience in planning educational programs to include long-term planning, development of goals and objectives in support of a broad mission, development and implementation of policies and programs to achieve objectives, and evaluation of program effectiveness. Ability to assume the role of team leader using effective interpersonal skills, to plan, organize, coordinate and facilitate the work of a diverse group of professionals and stakeholders towards common goals and specific outcomes.
GS-13: At least one year of specialized experience equivalent to the GS-12 level of Federal service. Examples of specialized experience include c comprehensive, in-depth, professional knowledge of instructional methods, instructional systems design, educational testing and measurement, evaluation of educational programs, task and learning analysis, and conduct of training and education. Advanced knowledge and skill in applying educational theories, principles, techniques, and concepts in the analysis, design, development, implementation and evaluation of staff and faculty development courses and programs. Fundamental and practical knowledge of the technology associated with delivering web-based education is needed, to include awareness of current and future technology, processes, and standards. Extensive knowledge and experience in planning educational programs to include long-term planning, development of goals and objectives in support of a broad mission, development and implementation of policies and programs to achieve objectives, and evaluation of program effectiveness. Knowledge required to evaluate curricula and to assist in the resolution of extensive problems resulting from the absence of suitable educational materials. Ability to apply principles of education and adult learning and consultative process using a system approach to training. Ability to manage financial resources and negotiate for financial and non-financial resources to support educational needs, including serving as a COTR.
